Melbourne men charged with terrorism offences for holding a white flag in their front gardens

Melbourne's residents will get a much-needed Christmas reminder about their historic ties to the state's flag.

It comes on Christmas Eve, as some families are holding an event in their front garden to show their support for Victoria's wartime flag

The Victorian flag is held with pride in the city, and is regarded as an important part of Melbourne's identity.

It was raised at the city's War Memorial at the start of the Second World War to commemorate the victims of Germany's attacks on the nation.

Residents of Carlton will be celebrating the 70th anniversary of the flag's official setting on Christmas Eve.

Police say they are asking people living in the city of more than 300,000 to refrain from holding the white flag while taking part in or displaying holiday decorations in their homes.

The city council says no further information is available.

Chief Minister Daniel Andrews says this festive tradition can be linked to the city's past and has given police and the community a chance to reflect on what it means to be from here.

"The history of this flag is important and we hope we can honour it through what we want to do here and show what Victoria's unique connection is to this city," he said.

Mr Andrews says many of Melbourne's history was lost over the war, and a remembrance of the fallen will not only highlight the city's contribution to the war effort, but the history of the state's early days.

Mr Andrews says they are already aware of many people in Melbourne holding holiday events in their front gardens, and this is a way to show respect to the legacy that has been lost from that time.

"It is important, because it is not just a symbol to Victoria, it is a relationship," he said.

"It's like an Australian tradition, it is a Melbourne tradition."

Police say those holding the holiday flags in their front gardens are being charged with terrorism offences, a move that puts them in the same category as terrorist organizations like the Islamic State of Iraq and the Levant (ISIL).

An arrest warrant has been issued for the man charged, the 21-year-old man charged as an associate of a person who supports terrorism.

Qantas and other major carriers, including Virgin Australia and Westpac, have long been trying to make sure they remain relevant in Australia's ever-changing consumer marketplace.

The airline industry says consumers are still very passionate about flying.

It says it wants to continue to be a leader in making sure people enjoy their flight, particularly when it comes to providing customers with an experience that will last longer on average.

"It may be that Qantas doesn't have a great understanding of the Australian consumer in a market and that's no issue in the market," Mr Joyce said.

"It will take some time but you can be confident that we will be able to work with Mr Hockey to make sure Qantas is a consistent player in the market."

Mr Joyce said Qantas was also aware that the Government's proposed changes to the Australian Consumer Law would give small and medium-sized businesses a push and boost the industry's competitiveness.

"There's no doubt that the introduction of the proposed changes would have a significant impact on many small and medium sized business in Australia," he said.

"The Federal Government will have to act quickly with respect to these changes because we need to maintain small and medium business competitiveness to attract investment to Australia, but the impact on small and medium businesses is significant."
